The Karnataka State Open University is the 8th Open University to be established in India and has come up as a result of the country's long and rich experience in the field of distance education. The university actually evolved from the Institute of Correspondence Course and Continuing Education of the University of Mysore.

The university's creation was inspired by the concept of open learning and distance education pioneered in the U.K., and was based on the recommendations of a series of committees set up for the purpose by the Government of Karnataka. It was formally established on June 1, 1996 under the Karnataka State Open University Act of 1993, with the objectives of introducing and promoting the system of open university and distance learning in the state of Karnataka, and coordinating and determining the standard of such a system in the state.
